RECKONING WITH A 10-PLUS YEAR DECLINE IN THE VALUE OF FEDERAL HTCS

Over the past decade-plus, the historic preservation community experienced a nearly 25% decline in the equity value of federal
historic tax credits (HTCs). This drastic decline in equity value was predictably caused in large part by four major events. A
similar large percentage decline in historic preservation activity was averted due in large measure to the enactment and expansion
of state HTCs.
